Rule 7 Clinic

Penalty Enforcement

  • Who's in the box, who gets the ball? where to start?
  • Technical Fouls - You can never serve time if your team has the ball and you commit a technical foul
  • A goal scored will wipe out all flags down for technical fouls

Who's in the box?

  • Loose ball technical fouls
  • There are only two times when you can serve time on a loose ball
    • 1- The other team commits a personal found immediately after the foul
    • 2- If there is already a flag down against the team that commits the loose ball foul


  • Personal Fouls
    • You will always service time if you commit a personal foul
    • A goal scored does not wipe out the foul
  • If a player commits multiple fouls and one of them is non-releasable, he must serve the non-releasable first.
  • If a team is man up and scores the personal fouls are released, unless its a non-releaseable
  • Flag Down denotes posession
    • If the ball is loose flag down denotes posession
  • Rule 7.2(d)
    • All penalties that occur between when the first flag is thrown and the whistle is blown to resume play, all common penalty time shall be non-releasable

Who gets the ball

  • If multiple fouls on both teams, follows rules 7.6
  • If fouls on both teams, the team with less total penalty time gets the ball regardless of sequence
  • If the time is equal, the team that had the ball keeps the ball. The ball restarts where it was when the whistle was blown.
  • If the fouls are on both team, they are dead ball, it goes by sequence. The ball restarts according to the last foul
  • If live ball fouls and dead ball foul it goes to the team that didn't commit dead foul

Where does it start

  • 7.3c - after penalty enforcement, the offense can never restart in the offensive box
  • Fouls on one team only, goto the offensive side of the field
  • Live ball fouls on both teams, start where the ball is
  • Dead ball fouls on both teams, the restart will move to the offensive end of the team that will get the ball
    • If the fouls are dead the restart is live or Dead Ball-Dead Center
